20 – 21 April 2023 – National Industrial Parks Summit

The Department of Trade Industry and Competition in collaboration with National Treasury, the National Cleaner Production Centre South Africa (NCPC-SA) and Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH-Natural Resources Stewardship Programme (GIZ-NatuReS) invite you to a National Industrial Parks Summit to be hosted on 20 – 21 April 2023 at the CSIR ICC in Pretoria and online via Microsoft Teams.

The theme for the national summit “Positioning Industrial Parks as Engines of Growth, Industrialisation and Investment: Through a Reimagined Implementation Framework” will foster discussions between policymakers, practitioners, academia including broader industrial park stakeholders to cement an ambitious collaborative approach for achieving competitive and sustainable industrial areas to underpin progressive industrial development in South Africa.

The overarching aim of the Summit is to frame a shared vision and reimagined approach for industrial parks which fosters systems thinking and integrated delivery for transformative change. This is required in order to serve industry, communities and the country best while addressing economic development and providing a basis for sustainable industrialisation.

Commission 1:

Governance and institutional measures

Overview:  

The governance and institutional models for industrial parks can range from privately owned parks, real estate, associations of tenant companies, public or private partnerships, and government-owned parks. A governing entity offers serval benefits including land preparation, infrastructure, facilities, utilities and peripherals, resource mobilisation and promotional strategies to attract investors. 

Purpose:  

  • To understand various institutional models for industrial parks  
  • To establish principles for different industrial models  
  • To prioritise key institutional models to be applied as part of the new approach for industrial parks  

Commission 2:

Integrated delivery of industrial parks – District Development Model and Coordination 

Overview:  

To ease private sector-led development in industrial areas concerted effort is necessary from the public sector. This is needed to streamline resources and for focused and targeted action regarding the role of the public sector as an enabler in private development for job creation.  

Purpose  

  • Reaffirm the role of the public sector as an enabler of job creation and private investment  
  • Agree on the critical areas for private sector to streamline as part of creating an enabling environment for private sector development  
  • Identify opportunities with the DDM approach to support the integrated delivery of industrial parks  

Commission 3:

Enhanced services, operations, private sector and Eco-industrial development 

Overview:  

Industrial parks can no longer operate in a linear fashion, it is essential that they adapt and are dynamic sites which provide enhanced services. Measures include integrating eco-industrial development, resilience approaches, stewardship, 4IR  other modalities to designed to improve business operations and provide a more attractive environment for investment. 

Purpose:  

  • Understand the cluster of enhanced service offerings that the private sector and businesses require in industrial parks to operate  
  • Develop outlook for attractive industrial precincts with linkages to communities 
  • To unlock opportunities for eco-industrial development

Commission 4:

Industrial infrastructure: Energy, water and transport 

Overview: 

Industrial infrastructure is a fundamental precondition to enabling industrial development. Infrastructure backlogs and recurrent energy challenges need to be addressed through innovative approaches and fit-for-purpose service delivery models.  

Purpose:  

  • To understand the various service delivery models to support infrastructure delivery in industrial areas 
  • To unlock measures to accelerate infrastructure delivery in industrial areas 

Commission 5:

Safety and Security 

Overview 

Safety and security are an integral part of sustained industrial development. The cost of crime in industrial areas disables investment across multiple facets with a crippling effect on the socio-economic context of the surrounding community. Integrated approaches coupled with a concerted effort from various stakeholders are needed.  

Purpose  

  • To frame the multifaceted effects of crime on industrial spaces  
  • To identify action areas for addressing crime  

Commission 6:

Capacity building and Resource Mobilisation 

Overview 

Key to industrial development is sufficient skills and capacities to meet industry requirements and to also support the operation and development of industrial areas. Linked to this is the deployment of financial and in-kind contributions to support capacity building as well as accelerate delivery of interventions in areas where public sector resources may be constrained. Development of partnerships across private and public sector, development organisations, labour academia and skills development institutions is crucial for realising capacity building and mobilisation of resources for targeted interventions.  

Purpose  

  • To outline capacity-building needs and resource mobilisation gaps  
  • To identify measures and actions to enhance linkages between industrial skills gap and industry requirements. 
  • To unlock opportunities for partnerships to support in-kind contributions and financial resources
